What is and where can I find a colour picker?

A colour picker is a grid of colours that comprise the web-safe colour pallette. The websafe colour pallet is a list of colours that display correctly in 256 colour mode, colours outside this range are liable to be dithered. The colour pallette comprises of 216 colours which contain combinations of the hex values 00, 33, 66, 99, cc, ff.
